JOSEPH C. TARPINE
Joseph
C. Tarpine was sworn into office on January 1, 1949 as Westville's ninth Mayor.
He remained in office through 1952. The following people served as councilmen
during his tenure as Mayor: Wilfred C. Ormerod, Frank W. Cunningham, George
Roemer, George M. Thompson, Ivin P. Van Sciver , and George F. Holdcraft, Jr. In
1949, Carl L. Philippi, was elected to service as Councilmen in 1950. However he
died before being sworn into office and W. Edward Pierce was appointed to fill
his vacant seat. On September 9, 1952, Mr. Holdcraft resigned and was replaced
by Harry L. Ingram. Wilfed C. Omerod served as Council President during Mayor
Tarpine's entire tenure. The following people were employed by the Borough of
Westville during this time period:

Charles P. Caulfield - Engineer
In 1949 a radio was installed in the police car. In 1951, an air-raid siren was
installed in the park, band concerts were held in the park, lights were added to
the Soldier's Monument in the park by the Women's Auxillary of the Westville
Lion's Club, a Halloween parade was sponsored by the American Legion and
Westville's budget was $136,500. In 1952, the Westville Little League built a
diamond in the Borough Park and the Police Reserves used the Park House.
